Striving toward orderly development while preserving greenery by enhancing beauty, cleanliness, and public health.

Continuously improving and upgrading existing public services and amenities.

Updating regulations and diversifying services at all levels within the jurisdiction without neglecting public needs.

Planning and implementing better control over the growth of small industries through a more organized and refined system to prevent environmental pollution.

Assisting in the implementation of government projects and activities in line with existing government policies.

Enhancing all planning activities across sectors and ensuring that implementation aligns with the objectives of the structural or urban planning blueprint.

Improving and upgrading public facilities and infrastructure for the benefit and use of the public, such as traffic systems and drainage systems.

The functions of the Beluran District Council are stated under Section 49(1) of the Local Government Ordinance 1961 and the Beluran District Council Instrument as follows:

Providing waste collection services to traders, interested private residences, and government departments.

Imposing and collecting taxes within the jurisdiction of the Beluran District Council, such as land cess, waste services, and others.

Providing public facilities such as multipurpose halls, sports fields, jetties, street lighting, pedestrian walkways, bus stops, children’s playgrounds, and public toilets.

Implementing projects assigned by the State Government and the Federal Government.

Providing facilities for traders such as markets, stalls, and designated trading areas.

Controlling the growth of squatter areas within the council’s jurisdiction.

Maintaining cleanliness and beautifying town areas through the planting of trees and flowering plants along main roads.

Controlling and eliminating stray dogs without owners.

Establishing its own fund to finance services and various projects.

The management of the Beluran District Council is responsible for implementing all policies set by the Sub-Committees, including directives and circulars from the Ministry of Local Government and Housing Sabah, as well as the Federal and State Governments. Among its other roles are:

Promoting, encouraging, and regulating urban development.

Advancing, encouraging, and coordinating economic and business activities.

Strengthening revenue management.

Providing and maintaining infrastructure and public facilities.

Managing the environment, cleanliness, and public health.

Supporting youth and community development.
